4-room BTO design and renovation, planned around your floor plan
A 4-room BTO gives you three bedrooms, a living and dining area, a kitchen with a service yard and a household shelter, and 4-room BTO design is about making each of them work for the way you live. Best Interior Design designs the flat with you in 3D, builds the carpentry in our own factory in Admiralty, and prices the renovation line by line in one quote.

How a 4-Room BTO Flat Is Laid Out
A 4-room BTO has three bedrooms, a living and dining area, a kitchen with a service yard, and a household shelter. The shelter's walls, floor, ceiling and door are never hacked or altered, and hacking any other wall needs HDB approval first, so the design starts from the plan HDB gives you.
HDB's renovation guidelines set out what can change. A 4-room sits between the 3-room BTO, with two bedrooms, and the 5-room BTO, which adds space for a study, a guest room or a walk-in wardrobe.
If you opted into HDB's Optional Component Scheme, the flat also comes with floor finishes, internal doors and sanitary fittings, which leaves more of the budget for carpentry and lighting.
4-Room BTO Design Ideas, Room by Room
Plan each room around what it has to hold. The entrance needs shoe storage, the living room a TV wall and display space, the master bedroom full-height wardrobes, and the two common bedrooms a study, a nursery or a guest room. The kitchen and service yard need the most storage for their size.
Entrance and hallway
A shoe cabinet with a seat and a full-length mirror by the door, and shallow hallway storage for the bags, umbrellas and parcels that otherwise end up on the floor.
Living and dining
A TV console that runs the length of the wall, a feature panel in fluted laminate, and a false ceiling with cove lights that marks out the dining table. Keep a clear path between the dining table and the kitchen.
Bedrooms
Full-height wardrobes in the master bedroom, a platform bed with drawers in a common bedroom, and a desk wall with shelves in the room that becomes the study.
Household shelter
Free-standing shelving turns it into a storeroom without touching its walls, floor, ceiling or door.

4-Room BTO Kitchen Design With the Service Yard in Mind
A 4-room BTO kitchen usually runs as a galley or an L-shape beside the service yard, with room for an oven tower and, in some layouts, an island. Plan the washing machine, the dryer and the yard storage at the same time as the cabinets, so the kitchen and the yard work as one space.
Cabinets are wall and base units from our factory, with E0 plywood bodies and laminate fronts, and the countertop can be quartz, sintered stone or solid surface. Opening the kitchen to the dining area means hacking a wall, which needs HDB approval before it starts. Our kitchen renovation page covers the works in detail.
Styles That Suit a 4-Room BTO
Any style can work in a 4-room BTO if the carpentry carries it. Scandinavian uses light timber and white; Japandi adds warmer wood and low furniture; minimalist hides storage behind flush doors; modern luxury brings fluted panels, stone and lit niches; industrial pairs dark tones with metal and cement-look finishes.
Pick the style after the layout, not before. The style decides finishes and colours, while the layout decides how much carpentry you need, and carpentry is usually the biggest line in the budget.
4-Room BTO Renovation Cost: Our Package and the 2026 Guides
Our 4-room BTO renovation package is where a 4-room starts, and the 2026 cost guides show what a typical one costs. Your quote then grows with the carpentry, finishes and extras you add, and every addition appears as its own line, so you can see exactly what moves the figure before you sign.
- Typical 4-room BTO renovation, 2026 cost guides
- $40,000 to $60,000
- 4-room BTO renovation, with us
- from $26,000
- Carpentry length: wardrobes and cabinets are priced by the foot run, and carpentry is usually the biggest line, about 28% to 35% of a budget by 2026 cost guides.
- Finishes: fluted panels, glass doors and stone countertops cost more than plain laminate.
- False ceiling and cove lights: in one room or across the whole flat.
- Flooring and doors: needed only if you opted out of HDB's Optional Component Scheme.
- Hacking: an open kitchen or a bedroom opened up to the living room adds hacking, HDB approval and the repair work that follows.
When you compare 4-room quotes, line up the carpentry first, since it is the biggest part of the budget. All three flat sizes, side by side, are on our BTO renovation packages page.
From Key Collection to a 4-Room Handover
From key collection to handover, a 4-room BTO renovation runs in four stages. Your handover date goes into the contract once the design is signed off and the flat is measured, so every stage below is planned back from the day you want to move in, not forward from whenever work happens to start.
Key collection
Check every room for defects and report them to HDB before any carpentry covers them.
Free site measurement
We measure the flat and confirm the firm itemised quote.
Factory production
Carpentry typically takes 3 to 5 weeks in our factory while trade partners work on site.
Installation and handover
Typically 5 to 10 working days, then a joint walkthrough and handover on the date in your contract.
The handover date goes into your contract once the design is signed off and the flat is measured. If we miss it, we pay you $5,000, taken off what you still owe at handover, with any balance paid by bank transfer within 7 days. Our on-time guarantee lists what can move the date, such as an HDB approval or a change you ask for.
On-time handover, or we pay you $5,000
Your handover date is written into the contract once the design is signed off and the site is measured. Miss it, and the $5,000 comes off what you still owe.

Frequently Asked Questions
What Is the Average Renovation Cost for a 4-Room BTO?
2026 cost guides put a typical 4-room BTO renovation at $40,000 to $60,000. With us, the 4-room package starts from $26,000 with 9% GST included, and your quote grows with the carpentry and finishes you choose.
Which 4-Room BTO Renovation Ideas Give the Most Storage?
Full-height wardrobes, a shoe cabinet with hallway storage, a TV console with closed cabinets and free-standing shelving in the household shelter. Building to the ceiling uses space that loose furniture leaves empty.
Can a Common Bedroom Become a Study or Walk-In Wardrobe?
Yes. A study needs only carpentry and power points. Joining a bedroom to the master bedroom or the living room means hacking a wall, which needs HDB approval before work starts.
Should a 4-Room BTO Kitchen Be Open or Closed?
An open kitchen lets light through the flat and suits lighter cooking. If you cook often with a wok, a closed kitchen or a glass sliding door keeps the smell in. Opening it up means hacking a wall, which needs HDB approval first.
How Long Does a 4-Room BTO Renovation Take?
Carpentry typically takes 3 to 5 weeks in our factory while site works run, and installation typically takes 5 to 10 working days. Your handover date is written into the contract once the design is signed off and the flat is measured.
Can We Finish the 4-Room Design Before Key Collection?
Yes. The design, the 3D preview and an indicative quote need only your floor plan. The free site measurement and the firm quote follow once you have the keys.
